PRESIDENCIALISMO DE COALIZÃO: A (IN)APLICABILIDADE DA TEORIA DE SÉRGIO ABRANCHES NO GOVERNO DE JAIR BOLSONARO

| dc.description.abstract | Introdução: O modo de estruturação de um Estado é definido por meio do sistema de governo adotado. O sistema do presidencialismo possui como característica marcante, a separação dos poderes. Não obstante, foi essa ideia de controle, vigilância e dependência recíproca entre os poderes que fez com que o presidencialismo adotado no Brasil, fosse denominado como “presidencialismo de coalizão”, tendo em vista que o presidente eleito, na maioria das vezes constrói bases de apoio no Congresso, de modo a proporcionar maiores condições de governabilidade. Objetivo: Construção sobre os modelos de governos presidencialista e parlamentarista, de modo a compreender a atuação do Presidente da República. Logo, também, entende o funcionamento do fenômeno caracterizado como presidencialismo de coalizão, cunhado por Sérgio Abranches. Por fim, analisar o atual governo de Jair Bolsonaro sob a ótica da (in)existência do fenômeno e suas atuais implicâncias. Metodologia: Se deu através de um levantamento bibliográfico, baseando-se em leituras seletivas, críticas e reflexivas a doutrinas ligadas a temática, tal como artigos, dissertações, publicações com respaldo científico. Conclusão: Denota-se que o atual governo, sob as rédeas de Jair Bolsonaro, se afastou substancialmente de alianças que lhe poderiam afetar beneficamente no governo, isto é, que poderiam lhe favorecer seu modelo de governo. No entanto, sua abstenção ao referido modelo tem lhe trazido prejuízos notórios, inclusive culminando na derrocada do próprio partido que o elegeu, o PSL. Com isso, percebe-se que Bolsonaro, negando a segregação social brasileira e a pluralidade de interesses, tem trilhado um caminho de ruptura do seu próprio governo. | en_US |
| dc.description.edition | Introduction: The way of structuring a state is defined through the adopted system of government. The system of presidentialism has as its striking feature a selection of powers. Nevertheless, it was this idea of control that determined the dependency between the powers that made presidentialism adopted in Brazil termed “coalition presidentialism”, in view of the elected president, most often built congressional support bases, in order to offer greater conditions of governability. Objective: Construction of presidential and parliamentary models of government, in order to understand the performance of the President of the Republic. Soon, too, we understand the functioning of the phenomenon presented as coalition presidentialism, coined by Sérgio Abranches. Finally, analyze the current government of Jair Bolsonaro from a perspective of (in) presence of the phenomenon and its current implications. Methodology: gave a bibliographic survey, based on selective, critical and reflective readings to doctrines applied to the theme, such as articles, dissertations, publications with scientific support. Conclusion: It is noted that the current government, under the name of Jair Bolsonaro, substantially separates alliances that show the benefits actually in government, that is, that changes the model of government. However, his abstention from such a model results in notorious damage, including the loss of the party that elects it, or PSL. With this, it is clear that Bolsonaro, denying a Brazilian social segregation and a plurality of interests, has a way or a way of breaking his own government. | en_US |
